Why is Pres. PNoy responsible for Abu Sayyaf's Kidnapping Spree?

The spokesperson of the Western Mindanao Command base in Zamboanga City, Maj.Filemon Tan Jr., said that all resources from land, sea and air have been made available for Sulu operations.



Troops from all the service commands like the Philippine Marines, Army, Air Force and Navy, and the different support commands like the Scout Rangers and Special Force have been operating in Sulu, focusing on areas known to be supportive of the Abu Sayyaf terrorist group. Communities believed to have give refuge to the bandits are the military's primary concern of operation.

Abu Sayyaf recently beheaded two Canadian nationals, Robert Hall and John Ridsdel, when their demand for ransom was refused. 

The bandit kidnapped the tourists in an exclusive marina in the Island Garden City of Samal in Davao del Norte on Sept. 21, 2015. As of this writing, they are still holding Filipina Maritess Flor and Norwegian Kjartan Sekkingstad.

But who is exactly responsible for this Abu Sayyaf kidnapping spree? Why they remain uncheck?
